CBP Proposes New Supply Chain Disclosure Requirements for Importers: "Heightened Import Disclosures for Supply Chain Visibility”

U.S. Customs and Border Protection (CBP) has issued an Advance Notice of Proposed Rulemaking (ANPRM) that could significantly expand the amount of supply chain information importers must obtain, maintain, and potentially provide to CBP. The proposal is intended to enhance enforcement efforts related to duty evasion, transshipment, country-of-origin fraud, forced labor, and other trade compliance risks.

USTR Extends 178 Section 301 Product Exclusions
Through November 9, 2026
The Office of the United States Trade Representative (USTR) has announced a further extension of 178 existing Section 301 product exclusions covering certain imports from China. The exclusions, previously scheduled to expire on November 29, 2025, will now remain in effect through November 9, 2026.
What Importers Need to Know
The extension applies to products currently covered under HTSUS Chapter 99 provisions 9903.88.69 and 9903.88.70. Eligible imports may continue to receive relief from the additional Section 301 duties through November 9, 2026. No new exclusions were granted. This action only extends the validity of the existing exclusions.
The extension applies to qualifying goods entered for consumption, or withdrawn from warehouse for consumption, on or after November 30, 2025, and before November 9, 2026.
CASAS International Brokerage recommends that importers evaluate their current Section 301 exposure and verify whether any imported products qualify for continued duty savings under these extended exclusions. As information is updated leading to November 9th, we will continue to share and advise.
