“Adjusting Imports of Commercial Aircraft, Jet engines, and Aircraft and Engine Parts into the United States”
White House Proclamation

The proclamation posted on July 9, 2026 states that imports of commercial aircraft, jet engines, and related parts pose a potential national security risk.
Rather than imposing immediate tariffs under Section 232 of the Trade Expansion Act, the President accepts the Commerce Secretary's recommendation to pursue negotiations with trading partners to address these concerns.
The Secretary of Commerce and the U.S. Trade Representative are directed to negotiate agreements and report back within 180 days on their progress.
If those negotiations do not adequately address the identified risks, the administration reserves the option to take additional trade actions, including potential import restrictions, at a later date: “…the President may also take other actions he deems necessary to adjust imports so that such imports will not threaten to impair the national security of the United States, including if such an agreement is not entered into within 180 days of the date of this proclamation or is not being carried out or is ineffective.”
